Advance tax on property changed on 1 July 2026. The rates below are federal, so they apply to a plot in Gwadar the same way as one in Lahore. For the 2026-27 tax year, filers pay a flat 2.75 percent as sellers and 1.25 percent as buyers, according to published commentary on the Finance Act 2026. This is not tax advice, so confirm the figures with FBR or a tax adviser before you pay.

What Changed

The federal budget was presented on 12 June 2026. ICT, a tax commentary site, reports that the Finance Act 2026 replaced the value-banded filer rates under section 236C (seller) and section 236K (buyer) with single flat rates, and removed the late-filer category. FBR’s budget salient features, as tabled, listed 1.5 percent for buyers. Commentary on the enacted Act, including a KPMG Taseer Hadi note that ICT quotes, gives 1.25 percent. One consultancy also reports that section 7E, the tax on deemed income from immovable property, was abolished.

Filers and Non-Filers

ICT puts the non-filer seller rate at 11.5 percent, against 2.75 percent for a filer. Sources disagree on the non-filer buyer figures, so we do not quote one. What the sources agree on is that non-filers pay far more. Check your position on the FBR Active Taxpayer List before you agree a price.

The Overseas Pakistani Position

FBR’s FAQ for overseas Pakistanis says holders of a POC or NICOP who are non-resident, meaning they stayed in Pakistan for fewer than 183 days in the financial year, pay the filer rate under sections 236C and 236K even if they are non-filers. ProPakistani reported this in July 2025. We have not confirmed that the concession carried into the Finance Act 2026, so ask FBR or a tax adviser before you rely on it.

What to Confirm Before You Pay

Ask who deducts the tax and when it is paid, because advance tax is collected at the time of transfer. Ask how the tax is split between buyer and seller in your agreement and get that in writing. Keep copies of your POC or NICOP, your passport stamps and your payment receipts. ICT notes that advance tax for filers is adjustable against final tax, so keep the records your adviser will need.
