The Lahore Master Plan 2050 was approved and notified in 2022, then suspended by the Lahore High Court in 2023. LDA still approves housing schemes under the amended 2016 plan. Anyone selling a plot “as per Master Plan 2050” is describing a plan that is not yet in force, so ask which plan the approval rests on.

What the Plan Proposes

The plan was prepared with the consultancy Dar Al-Handasah and covers Lahore, Sheikhupura, Kasur and Nankana Sahib districts. Zameen.com reports that it proposes a new city centre in Gulberg and limited horizontal expansion to protect green areas, with vertical development encouraged. The notification reported in December 2022 said 20 percent of new residential zones in Lahore district would be reserved for open spaces. ProPakistani reported that LDA converted 33,000 acres of land earlier designated for housing into green areas.

Why It Is Not in Force

The Punjab chief minister approved the plan in October 2022 and LDA notified it that December. Petitioners challenged it, saying agricultural land had been urbanised without justification. The Lahore High Court suspended it in January 2023 and later set the notification aside, telling LDA to revise the plan and have the Urban Unit review it, according to Express Tribune and Zameen.com.

Where It Stands Now

Dawn reported that LDA’s governing body gave a go-ahead to complete the plan after negotiating the consultant’s fee, and that the division is still governed by the amended Lahore Division Plan 2016. Zameen.com reported that LDA was revising the plan against the 2023 census. ProPakistani reported in May 2026 that, if approved, the plan would come into force from July 2026. A September 2026 guide says consultants told LDA’s governing body in June that the plan was under review in line with court directions. We found no source confirming that a revised plan has been notified, so treat the 2016 plan as the one in force unless LDA says otherwise.

What This Means for Buyers

Ask the society for its LDA approval and which plan it was approved under. Ask whether the plot’s land use matches the approved layout, and check the claim against the LDA website or office. Be careful with any pitch that depends on the 2050 plan’s new city centre or zoning, because a draft can change. Rules on how plots are transferred also changed in 2026, so read buying a plot in Lahore in 2026.
